Each country's parse result extends it with the fields it declares (e.g.
HUN.HungaryParseResult). Used on its own, for a country code that is not
known at compile time, every field reads as unknown until narrowed (#123).
Never set since #296. The old NIC's V/X suffix records voter
eligibility, not citizenship, so the value cannot be derived. The field stays only
for type compatibility.
